Changes to autoportfast working.  Quarantining a fast port does not depend on whether the autoportfast feature is enabled or not.

Rename isLLDPSuppressed to isLinkDiscoverySuppressed.  Rewrite of autoPortFast feature and how the ports are added to quarantine and maintenance.

Some (broken!) switches send BAD_REQUEST:EPERM or BAD_REQUEST:BAD_TYPE
errors in reply to our HA role request.  We can ignore the type in
an effort to be more liberal in what we receive.

Creating RoutingDecision as only class implementing IRoputingDecision; updating all exisitng dependencies
