Relax our BAD_VENDOR checking to be liberal in what we receive

Some (broken!) switches send BAD_REQUEST:EPERM or BAD_REQUEST:BAD_TYPE
errors in reply to our HA role request.  We can ignore the type in
an effort to be more liberal in what we receive.
