[SPARK-14830][SQL] Add RemoveRepetitionFromGroupExpressions optimizer.

## What changes were proposed in this pull request?

This PR aims to optimize GroupExpressions by removing repeating expressions. `RemoveRepetitionFromGroupExpressions` is added.

**Before**
