[MINOR][BUILD] Remove duplicate test-jar:test spark-sql dependency from Hive module

## What changes were proposed in this pull request?

Remove duplicate test-jar:test spark-sql dependency from Hive module; move test-jar dependencies together logically. This generates a big warning at the start of the Maven build otherwise.

## How was this patch tested?

Existing build. No functional changes here.
