Removed prop/nombank dependence during inference

The legal arguments/senses are contained in the resource files

@mssammon This fixes the issue that I was going to work on during the hackathon (I needed it for the ESRL system), so I guess I'll work on PrepSRL, unless there is a more pressing topic.
